JOB SPECIFICATION

PURPOSE    The successful applicant will be responsible to the Provincial Administrator to control and manage the Provincial financial resources by introducing prudent financial management and control systems with best practices
MAJOR DUTIES1. To advise the Provincial Administrator on the best options in the Management and Utilization of Provincial Finance resources.
2. To develop and maintain appropriate financial accounting system to ensure accurate recording and proper accountability of all Provincial Financial transactions.  

3. Provide advice to the management of Provincial Revenue Office on the most effective Revenue Collecting Measures.  

4. Analyze and review Revenue Projection Sources from various Debtors and other Sources.  

5. Develop and maintain a Computerized Customer Accounting System in Revenue Office, Traffic Registry and Land Tax for effective collections, Debtor Control System and training of operational staff.  

6. Oversee the Provincial Operational Account 709, the Grant Budget Account 281 and the Internal Revenue Account and prepare monthly Financial Performance Report to the Management.  

7. Analyze and review the implementation of the above-mentioned accounts and make recommendations as appropriate.  

8. Provide advice on the preparation of the overall Provincial Budget, Cash flow and Charts of Accounts and Annual Provincial Financial Statement for submission to the Ministry of Provincial Affairs.  

9. Monitor and supervise the update of bank reconciliation and other account transactions.  

10. Analyze and review the implementation of Province Budget and provide advice and recommendations based on findings.

11. Monitor and ensure proper operations of National Functions and provide technical assistance, when necessary.  

12. Supervise the input of Budget Data, other Accounting Transactions and adjustments into IFMS System.  

13. Provide technical assistance as directed by the Management.  

14. Provide appropriate training in the operation of the Computerized Accounting System within the Section and to officers in the Administration.  

15. Liaise with relevant Agencies in Budget, Finance matters.

PERSON SPECIFICATION

QualificationsUniversity Degree in Accountancy preferably in Management Accounting or Economics.   Has to be a member of a recognized accounting association and registered with the PNG Institute of Accountants.
KnowledgePrudent financial control, management and reporting using computerized accounting systems. Familiar with government accounting systems and procedures (IFMS), Public Finance Management Act and appropriate legislation.  
SkillsPossess advance skills in computerized accounting, sound financial management and control using the best practices, inter-personal skills, good public relations and communication skills at senior management level.
Work ExperienceOfficer has to have at least five (5) to ten (10) years’ experience in accountancy preferably as financial controller in public or private organization.   Has to be hard working, honest and a person with high integrity.
